If it was a voice acting recording, there wouldn't be music.  That's done later when they're adding the voice acting into the game.

This topic has only sprung up recently. It is very possible that Square Enix have already started to localize Kingdom Hearts III as a recent "Possible" Leak leads to speculation on if this is true or not. 

 

Here is a quote from a Reddit user who supposedly found this leak from a friend.
