    I'm late, but I saw something that wasn't mentioned. The ideal use of tariffs isn't to punish: it's to bolster native industries. If America has a wood industry that's failing, but the wood that's imported from Portugal is thriving, a tariff could be placed on Portugal wood. That would effectively increase the price of Portugal wood while hopefully incentivizing Americans to purchase the now cheaper wood from the failing American companies (saving them in the process)
