I believe this to be the reason. Like everyone else said, it was probably a parting gift. Roxas was probably still angry at Axel for not telling him the truth so I doubt he wanted to say "goodbye, its been nice knowing you" to his face. For old times sake though, and since he was saving it for Axel anyways, he left it:p i think your right
