Wasn't Mickey the one to banish Pete?

I pointed out the exterior and looked at them myself because I was thinking that the "the floors are constructed differently to the previous time they visited" quote doesn't exactly explain how Donald didn't recognize the tower, which was a question asked by the OP. If the tower doesn't change at all over ten years, then either Donald and Goofy have bad memories, like Hero of Light XIV says above, or it was just a retcon, which is what I think.

No, see that's what i've tried to tell you- the MT does change( esp internally) and also tends to not always stay in the same locations being an inbetween world...However, saying that it's also a retcon that Nomura tried to dress it up as not one--- well I hardly disagree with that.** Que Nomuras joke*  "Yen Sid redecorated" I think we were miscommunicating if that's the case. Sorry fell asleep at my latop last night. HA! Here's a fun tid bit

— In the latter half of The World That Never Was, despite returning to the real world, why do Sora and co. stay in that form and why do Dream Eaters appear etc?

Nomura: Sora and co.’s form is due to Yen Sid’s magic, so the way it works is that they can’t turn back until they return to the Mysterious Tower, and Dream Eaters were appearing because Sora was still asleep. Also, ever since Organisation XIII was defeated in KH2, the The World That Never Was’ existence as a world has become uncertain. In the first place, the worlds in the rift between darkness and light have different rules than other worlds. The Mysterious Tower isn’t always standing in a fixed place. Traverse Town too reforms its shape every time, which is why the version that appears in this title is clearly different than the version in KH1.

Also when D and G said that--- they hadn't even entered MT so it's gotta be meant also for the outside appearance. To be fair maybe them saying that shows it did look different to them. Just sayin' lol

I think a nomura retcon/ boo boo is the real reason Donald didnt recognize the tower. But Nomura did come up with some reasoning to defend himself lol

Cant we just chalk it up to the fact that all 3 of them just spent a year in a giant egg having their memories unhinged and jumbled, so much that maybe their memories are still a little messed up.  I mean, they arrive at the Mysterious Tower what, like and hour after waking up from a sleep for a whole year? I feel like this is probably the best explanation.  They dont remember correctly because they spent the last year getting their memories all jacked up

Inconsistencies like that are part of why I think ever since BBS, Nomura has just been making up plot points as he goes along with no clear direction or regard for what was established in the first two games.

Yet they clearly remembered every other event, character and location they previously visited. Not buying that.

Please.  Sora didnt even remember turning into a Heartless, an event in which he stabbed himself in the chest and turned into a monster, until the end of the game

There's a difference between having a memory jogged, and completely forgetting something took place. The restoration scenes even showed him being turned into a heartless after stabbing himself, so he clearly still knew about it.

So which is it?  Was his memory jogged or did he just completely forget?  I think he legitimately completely forgot, just like Donald and Goofy forgot about the Tower.  Even when Yen Sid was talking about Nobodies and the Heartless, at no point was Sora like "Hey, I turned into a Heartless, does that mean I have a nobody too?"  It wasnt until he talked to Riku that he remembered, and even then it took him a second.  I just dont think its so far fetched to say that since we are debating over why Donald and Goofy dont remember the tower right after they spent a whole year having their memories swapped around and screwed up that the two events might be connected.  They both deal with memory, and they just had a huge procedure done to their memory.  I dont feel like thats a coincidence, and Nomura could have and should have said so.  It would have made more sense than "the floors changed"
