You can. From what I have read on the Kingdom Hearts Wikia page, the Mysterious Figure is only available after defeating Vanitas's Lingering Spirit (I am so glad to have that name). After that you must go to another previous save file and go to Land of Departure where you can battle the mysterious figure. But be warned as it is very hard to do so

you guys might know this but i just read it out of the manual when you fight vanitas lingering spirit NEVER and i mean NEVER use recovery magic (curaga) because vls will mimic it and heal himself
