This way, people who want Moogles can have them, people who don't can ignore the DLC, it won'the delay development and it will fit into the world better (since Moogles won't just be running around) I was saying on another site that Moogles would have to be hidden from the general public since it would be difficult to add a sentient, non-human race to a "Fantasy based on reality" unless most people never came in contact with them. Adding Moogles would be like adding Ronso or Viera so they'd have to be careful with how they're encountered. Even the Behemoth is realistic because it's very similar in structure to a smilodon or saber-tooth tiger, which did exist at one point. Moogles are just one of those things that need to be in a FF game.I don't have a source at the moment (I might come back later), but I thought Nomura (when he was in charge) said that there WOULD be Moogles in the game. Technically there's been a good number of mainline titles where they don't really appear. They weren't even going to include Moogles here but thousands and thousands of peoples said they wanted him.
