no I totally get it! It's a 50/50 thing. I'll admit I used to want them to but after seeing the other trios, that's like terra and aqua getting together and xion and Rosas getting together.

Not really. There have been no romantic hints with any of the other trios, Aqua flat out calls Terra her brother. Meanwhile there have been dozens of hints for SoKai so it wouldn't be coming our of nowhere like it would for any other couple. Edited November 2, 2015 by Isamu_Kuno

I always took that to mean she was commenting on Ven and Terra's brotherly bond with each other. I don't think she's saying they're her brothers. 

 

Ven and Terra's brotherly bond is emphasized a lot, actually. In the last promotional media every description about Ventus mentions how he sees Terra as an older brother, not to mention the Xehanort Reports. His brotherly affection for Terra was so strong Vanitas felt it.
