Yes, they will take on the same appearance before because that is who they built their identity and heart on. Yes even Xion, she will take the form of black-haired Kairi. 

 

How it will happen? Play KHIII to find out. 

My theory is that either a) Kingdom Hearts will do its magic or b) Kairi will use he her powers to restore themselves like she did for Sora in KHI. However there is a Catch-22. Sora was just a walking heart and needed Roxas. But, Kairi and Sora were able to produce Namine without a body. Vanitas was created from Ventus and he did not have a body. c) Even makes them a body like he did for Xion and Riku Replica. (best options really)

3D had Data Ansem tell Riku that Sora was essentially the KH equivalent of a Reverse Henderson - he will solve everything.

I honestly don't have a clue. I don't even understand how it's possible for them to return in the first place. If I understood right, a person is supposed to have a heart, body and soul and trying to figure out how to get them for each character would give me a massive headache.

Whatever data that Ansem the Wise stored inside Sora's heart is supposed to be the key here, as well as Sora's heart being special. I mean, Ansem flat-out says: "Perhaps... he [sora] has the power to bring back the hearts and existences of those connected to him -- to recreate the people we thought were lost to us forever... when he sees the heart in something, it then becomes real. When a connection seems broken, he may have the power to mend it." If that doesn't spell out Roxas and co. becoming their own people, I don't know what does.

 

Sora takes care of the heart issue, but as for body/soul... let's ignore basic thermodynamical laws and accept they can spawn out of nowhere. Kairi gave Sora a new body in Hollow Bastion. Poof, brand new body fresh from the ether. Roxas, Namine, and Xion would most likely look like themselves after coming back. Roxas and co. formed their own identities -- including how they'd look like -- and the heart influence's the body's form.

 

Good thing we have things like wikis to keep track of all these KH mechanics, because daaaayum.
