(for ref, Humans have more self control, but can have bad intentions.) I don't think he, or she, but males are usually more aggressive, deserves to die. And I hope when we get a new dog, I hope it will be a wiener puppy . And if it's a boy, we'll call him Charlie the II (nickname: Charlie). But if it's a girl, we'll call her Charlene or Charlottle. I think you could definitely report that stuff to animal control and probably police though and they might suggest euthanization as training it may no longer be effective considering it was raised this way.
