Why has the possibility of rating users negative been removed?

@koolkingdom: Yeah, those reps annoy me the most. Like the ones like this "Here's a rep for nothing" or "Heres a rep to make you even" or "Here's a rep to make you odd"

the even and odd reps could possible be an inside joke

 

I don't even think those should count ._.

I want a rep for something a said or did, not 'cause you want one back from me.

There should be someone who sorts through all of that or something.

And not only would they have to look at every active member's reps, but as well as the inactive ones, for a possibility of them coming back o-o
