Keyblader is absolutely right u can play it whenever u like 2, and its a gudd ding dat u play it alot, in order 2 get gud deck commands and power up ur old 1s

it is basically like a monopoly board, you place your abilities down, and every time someone lands on it, it levels up, if you land on some one elses, you have to pay points, but you can buy their ability for your own use, but i dont think they loose the ability

both, in the command board if some one lands on an ability you have placed, they cause it to level up, in the battlefield, by using the ability in a certain way, you cause it to level up, you can also gain abilities on the command board by purchasing ones opponents have placed, but i dont believe that if the opponent is a real person ( it can be played with real people and computer players), they still keep their ability

You can play command boards either in the Mirage Arena (where it fills in the Report requirements), at any save point (one of the pause menu options) or on the world map (once again, pause menu)

You can play it whenever, you just have to be on the world map or at a save point.
