I don't think so.Remember that C.O. was over taken by the organization and that Vexen was doing some wacky expirements there,(Example:That wierd anti-Riku)so if he could had made that Riku,he could had made Xion the same way.Besides,they don't know where the chamber where Ven's sleeping is.They were looking for it but never actually found it,so I doubt that Ven had anything to do with her creation.Cause also remember that Xion is made out of Sora's memories.

Um, no. Unlike Namine, Xion wasn't born in CO, she was made there, since the Organization was using it as a research facility. Ven in no way influenced Xion's creation, especially considering that most of the Organization has no idea that he was even there.

Well the Organization never found Ven, so he shouldn't have anything to do with her. Also, Xion looks like Kairi, which she even admitted to Riku. Nothing like Ven.

Saix doesnt see her as Ven he just sees her as a hooded puppet. Only Xemnas and Xigbar see her as Ven.
