Isn't he just a Nobody like the others? Can he turn anyone into a Dusk? Or is he just bluffing? I was thinking. What if the way he can do that is by using his keyblade? We never see him use it. The thrones have nothing to do with rank, it's entirely personal preference (with the unspoken rule that no-one's higher than Xemnas). Simple. didn't receive the notification for this quote anyway, yeah i though about it after i post it, my bad... thank for the correction of my mistake but with roxas and xion when xehanort choose to keep xion and he make a fake mission (at halloween town) for make them fight each other he could have transform him in dusk (somewhere that no one can see him) then say at xion something like "kill this dude" still i think is a bluff 'cause.... the organizzation members are special for: powerful skills and memory of when their was "somebody" and turning then into a dusk could deprive them of their identity or the likes. Point being he's powerful enough to hurt them, but it's still a kids game where they'd want nicer threats for the audience, but we get the intent. Xion also thought she would get turned into one if she didn't finish her missions properly but again who knows if that is possible.
