iirc there weren't as many characters tho, so that's probably why

Also why when I look at the current iterations I feel like the other characters were put there just to get killed off

The manga doesn't make it seem like they were kill count fodder like the game does: each death is treated as a tragedy, but they still over emphasis Seiko's. I guess they consider her's the worst.

I'm not sure in that one: it makes it seem more like she THOUGHT of it after Naomi being a butthole, and Tenjin did it for her, because she does try to get down. 

It's not a willing act.

Makes it more horrific, actually.

I've never seen that version: the manga, as of volume 4, cements the school killer her, and she's forgiven Naomi. The anime just sort skips over it, and I don't know on the game. 

I don't think Naomi did it, because she was down the hall from Seiko when it happened, but not by much.
