Because every time that he called himself or one of his plans a "genius" plan, his plan is failed by the smallest and most obivioust things. In other words, he's just a fail villain for me. Well i think he's creepy since he twiddles his fingers like a monkey way too much for comfort, and the way he speaks seems so much like an annoying animal crooning on and on. Sure his obsession with curiosity has a drop of interest in it, but it doesnt really amount to much since Its pretty straightforward. His plans always seem to be elaborately constructed and such, but the only reason for that is because all of the characters lack a decent sense of foresight. And other than the whole time travel concept, all of Xehanort's plans were pretty stale and not as complicated as the games continually seem to exaggerate.
