Okay, so I can see a several possible release years for KH III and I've worked out how Nomura can meet them while keeping both the "One game a year" plan and the "No new games 'till KH III" promise.
2015- Simply do no more and release KH III here. This is highly unlikely, bordering of impossible
2016- If he makes a third collection consisting of the three Nintendo games in playable format, or if he ports a 1.5+2.5 collection to the PS4 he can make this deadline.
2017- If he doesn't make a third collection, but ports 1.5 to the PS4 next year and does the same with 2.5 in 2016, ore makes a third collection then ports all three in one the following year he can release KHII then
2019- If he makes a third collection next year, then ports one collection every year after that, then KH III can come out at this time.
Personally I don't see it coming any later than 2018 but to do that he'd need to deviate form the "one game a year" plan
