It's the power to bring back people who's existences have been extinguished like Roxas, Xion and Namine and it's something that only Sora can do because of the over-abundant kindness in his heart. (hinted at by AtW at the end of 3D) Like Isamu_Kuno said, It's there for Sora to help make Xion, Roxas, Namine, etc. whole again and people; and to give them hearts of their own since they have proven in the series they are worthy of being their individual selves, I guess. Xion was never whole in the first place, she was created out of the memories of sora xemnas snatched in KH1FM. When xemnas went through sora's body like that. If you dont know what i mean.
