There is so much data it would be impossible to download. Also, the lip synching has been changed, it’s completely optimized for English. Downloading or adding Japanese voiceovers wouldn’t quite work either. Yeah, but I still don't see why anybody would actually pay to play the game in a different language, especially one that isn't their native language. I don't understand why either, but oh well. It's the same reason some people prefer subs, they just like hearing it in the language it was originally made in. This is exactly the same as "subs".
