We're only JUST now getting this engine for PS4, so I'm preeeetty sure we're 10 or more years away until the best smartphone can come even close to that. And I'm aware that the PS4 doesn't run DX11 per se, but it was already confirmed by SE that the engine the PS4 runs is exactly identical to it in every way, other than the name. It might even be better than DX11 because the PS4 is more powerful than the XBOne, and that runs DX11. It was also said that the Wii U can only handle some DX11 capabilities. Not all. So it technically wouldn't be "DX11" in my book. Sure the Wii U would be able to handle those graphics; at 5 fps. If that. There will not ever be one game in existence on the Wii U that looks as good as that video. It is more the issue of Directx. But I think it can handle the power. I hope the sales isn't the problem here. If they plan to release it the sales would be much higher. Exactly The Wii U wouldn't have all the capabilities that the PS4 has, and as Nomura just said in his interview that was just posted, he wanted to put in as much as he can to take advantage of these capabilities.
