Any one individual is allowed to make or sell at least 10 accurate products before it crosses into copyright territory. At the largest Anime/Video game convention in the US, Anime Expo in Los Angeles CA, over 100+ attendees and vendors were arrested and escorted from the con because they were selling non licensed material claiming that they were provided by Square Enix. Still, I'm sure they'd have a dealer or two!
