No, anything that remained of Ansem SoD was destroyed with the decoder exploding. And anyway, the part of Ansem SoD that remained within Riku was (at least initially, but subdued later on) trying to control Riku. Terra's not evil. Well yeah, Ansem SoD, who was made of Master Xehanort's and Terra's hearts, was with Riku up until the decoder explosion. The ultimania pretty much said it's possible that Terra's heart could've stayed with Riku, but Nomura didn't want to answer, and in the re:coded secret ending, Yen Sid said Master Xehanort would return and they didn't know where Terra's heart is, so obviously it's not going to be with Xehanort.
