And yes i absolutely think video games are art. Anything that someone pours there heart and soul into to create should be considered art in my opinion.

Yes and No ,because I mean Kirby' s Epic Yarn seemed like art and Epic Mickey is definitely ,like even the cover of some games can make it art ,but games like Gears of War seems to not even have any relevance to art unless you count blood,but you can make art on your own of pretty much any game
