Aqua sends a big sister/mother vibe to Ventus, and she's an experienced keyblade wielder whereas Ventus is still learning (fat a lot of good the Master title does in the end, but still). Aqua/Terra is more popular since the two seem to be more on equal standing than Aqua would be with Ventus, and since they're relatively more equal, it's probably more appealing in a lot of fans' eyes. I'm actually very fine with any pairings that focuses on those three. To me, I just see all of them as friends. Aqua is 17-18, and I assume Ven is around Sora's age, so technically, she'd be considered a Pedo if she went with Ven... Edit: Danex beat me to it...
