He comes up with the overall story, plot, and conflict of each game, but he probably has a creative team to help him figure out details. I find it more likely that it's a collaborative effort. Nomura didn't write everything himself, that much should be obvious, but he received input from other writers on the series, as well. I heard a Gamestop employee tell a dad that Kingdom Hearts III was going to come out in 2014 and he claimed to have reliable insider information, so you can never tell what you're being told is legit or not, even in real life.
