He used time travel to go back in time and make it a fashion thing among keyblade wielders so that everyone of interest would wear one. Perhaps that's how Xemnas actually knew that Ventus was at Castle Oblivion, and not because of Terra's memories (Terra couldn't know anyway). He knew Ventus was at Castle Oblivion, but couldn't pinpoint the exact location, because only Aqua can unlock the land. Also, maybe that's how Xehanort found Terra so quickly in Kh 3D, stating to Mickey that Terra's on his list now. It actually makes sense if you think about it, incredibly so. The only one left unaccounted for is Aqua... But what harm would she pose in the ROD? Like maybe if he sees someone with it who could be either a useful tool or a threat he can cast a tracking spell.Though, since he's had contact with all sigil bearers its hard to tell.Oh, and Riku, don't forget Riku. Does that count as the sigil? You know like in Soras KH2 outfit? Or does it have to be a full, even X? Because then Rikus X doesnt count since it doesnt go all the way and is uneven. Yeah, for this reason, the supposed sigils on most of the characters aren't at all. Any cross straps can't automatically be assumed to be a recusant sigil. Notice that the one on Sora is actually a full, complete x. It's not made out of straps, or shoelaces, or velcro. It's an X. A very defined X. In order for this to happen, he must have found his body.And might I add that Terra's lingering will is completely different, as Terra's mind still remained in his armor. Aqua however, still has her body so there's no way that her mind can be in the armor. I agree here, Sora's sigil looks like its pasted onto the clothes themselves while the other four looks more like something over top of there actual clothes. Xehanort knew where Terra was because they both woke up right next to each other... Ienzo said in DDD that when a persons nobody and heartless is destroyed the somebody will return to where they became a nobody.
