They've both dealt with several enemies/rivals in the plotline of their series but they don't really hook themselves into having one. I don't really see Luffy having any rivals Ishida was a rival for a while, but then Ichigo moved on to people like Renji and Byakuya and such. Luffy doesn't have one rival, no. However, just like Ichigo, he's interacted with characters that could be considered as his rival along the way, like Gol. D Roger before him. (Smoker, Blackbeard, etc) All in all, and like I said before, these two characters can be classified as having multiple rivals.
