Basically...Xemnas lied to the other Nobodies. Nobodies grow their own hearts after a while.

As Xemnas explained it, once the body has been spilt from its heart, it will try to cultivate one as soon as it possibly can. When a Nobody becomes self-aware, they will be able to develop emotions (like Roxas did); it's only a temporary separation. Thus Xemnas lied to the other Organization members, saying they had no heart when in reality they did. He wanted them to do his bidding and achieve Kingdom Hearts. This was also kept a secret from them because MX wanted to use certain Nobodies as his vessels. The only person besides Xemnas who knew this was Xigbar.

Why do you think they were issued journals in 358/2 Days? It was partially an experiment to record the growth of a heart overtime with different variables. I theorize that purely artificial hearts (not Apprentice Xehanort's emblem Heartless) may become some sort of future plot device.

Xemnas lied to the org .It's true that the nobodies lost their hearts but Xemnas knew that the body would attempt to regrow a new one given the right conditions and if it was nurtured ..It's why being around Sora and Roxas made Axel 'feel' like he had a heart- it was nurturing his growing heart to be around those with hearts

Hmm...I'm not sure but I always thought that since Xigbar has been with Xehanort since BbS and was able to explain Xehanort's plan to Sora, he was clued in to the whole process.

Yeah, thats true but the key word is "only". What if Marluxia, Saix, maybe others, maybe everyone in the original Organization XIII except Axel, Lexaeus, and Zexion were all part of a Nomura-scale elaborate scheme to trick Sora and Axel into believing that Marluxia and Larxene were traitors and Saix still cared about Axel. Hell, maybe Saix's goal in killing off Marluxia (since he is lord of Castle Oblivion) was just to remove potential risks to his status of second in command, and his "planned rebellion with Axel" was simply a way to off members without getting his own hands dirty. All of KHII and COM might have just been a test of Sora's ability and Axel's loyalty to Xemnas.
