If Xehanort was musing on how some of the members were not found adequate, then I think Demyx would be at the top of the "No" list. As for Xion: technically, Xion is no longer available in the physical sense. She's back inside Sora's head. I mean, after 12 years, i think that Xehanort has dominated Terra's heart almost completely, and thats why he resembles how he looked in BBS, but still has the agility of a young man(Terra). If he was hit with a keyblade, just like braig and the aprentices, then he has a Nobody.... and a heartless.... enough material for Xehanort to work with.
