Why the hell is Maleficent Green?

There's a couple possible reasons. Green coloration is associated with illness and corruption, as well as life and the natural world. Looking at Malificent's role, you'll note that she's decidedly cut off from the rest of society, and resides in the wild. Coupled with her trademark thorns and animal-like servants, she represents the "evil wild" seeking to undermine and overthrow the "good" civilization, hence the green skin. It's a trope that can also be found in A Midsummer Night's Dream by Shakespeare. In some depictions the play's fairies creatures are also green.

 

It may also be because of the Wizard of Oz (film) which so firmly rooted the idea of green-skinned witches into pop culture that it's become a common trait, much like how Dracula established the fiction of vampires turning into bats.

Villians in Disney generally look quite different from the normal.  Scar was the only dark lion in the Lion King, Ursula was a purple octopian instead of a mermaid, the queen in snow white became a hag before she poisoned her, there's Jafar... not much else do say there

 

It would have just been to make her more associated with the character and to make it easy to notice that she is different from the other, good fairies

 

EDIT

 Her skin is green, although a very pale green—mostly due to coloring errors in the film, since her skin was supposed to be white.
