I think it's because when they're around for a year they can understand when the older members who have been around longer than them are joking and not being serious. They can also tell when to join in a joke and when to leave it alone. Trying to avoid sounding like an ass, but members who've been on the site for 1-2 months or have < 200 posts, probably shouldn't be thinking of running jokes. Even if you make a post here doesn't make it legit unless a number of people understand the joke and can recognize it as a regular joke spread around on the forums.
