The year is 3603. The world,as predicted by many,has run out of natural material and resources. Even though,it's not concerning at this time. The world has evolved into a high-evolutinary utopia,lowering into a total of 27 enourmous cities. Each and every city sealed off the outside of it,only connecting by air,underground or bridge transport. Having such high technology such as androids,humanoids to be servants and security. Reviving excinct animals to have them at zoos,even sell some as pets. Motorcycles with stilish designs,cars and skateboards that hover from the ground. Walls and floors made out of crystal,delicate designs. Low crime and food of plenty. The cities are haven on earth...for those who can afford to live in them. Of course everything comes in a price. For those who simply can't afford or deal with the rules of the cities,are forced to live in the outside of these cities. The barren wastelands,forests,left to survive on their own,forbidden from entering the cities. These people have been given the name 'Outsiders'. A cruel life for those unlucky,from a very cruel goverment.

 

It's not the only cruelty happening however. With a cruel goverment comes cruel rules,and cruel ways of thinking. Including experiments. Within labs from around the world,children are hunted down,Outsider childrens. Found in villages from outside of the cities,taken away from their families,and forced to use for experiments. It was a way to not harm any of the citizen's children,lower the Outsider population,and being able to experiment further in what they wished. These children have been experimented on,having them have deformations,psycologic outbreaks and sicknesses,as well as even ended up having powers to call their own. One day,a man,part of the experiment system,along with a small group,managed to hack into the main power and communication systems of Hox city,and managed to shut down the world of its power,for 30 minutes. What many it was a nightmare,the end of the world even,for the prisoners of these experiments was a chance to escape. Even though the man and his collegues were killed,hundreds of these children and teens managed to escape the laboratories,escaping into the dark sides of the cities,or the outsides of them.

 

Ever since a secret was has begun. A war of the Experimented and the Outsiders VS the Citizens of the Cities,and its goverment. Many have created underground groups to take down the goverment,to be able to give those who were never given a chance the chances they deserve,and those who had been changed for life,a chance at a normal life for once. Either on your own,with a group of friends,or with an entire organization,ready to take down the goverment,the future rests on you,and all of those who are with you,and against you. It will not be easy,especially those privilaged children,teens,adults,who now have a new hobby,a new job at their hands: Hunt down the Experimented,and kill anyone in their path. These privilaged people have now taken out a special liscence to go around the cities,and the outsides,hunting down Experimented,and then use their bodies as decorations. The more deformed,the more expensive. Some of thes hunters are doing it all by will,others,not so much. The war of the unfortunate souls has begun,it is only a matter of time until there is a victor.

 

~Resume~

Outsiders and Experimented both have been damaged by the goverment in a way or another. Many of the people within these groups want to take down the goverment,and give a fair chance to those who never had it. So they fight against the goverment,alone,or with friends,or in a specific group. However,with the goverment itself,and now these Hunters,hired to hunt down Experimented and kill anyone in their way set loose with no rules to stop them,it's going to be a very difficult war.

-Goverment Leadership: Each city has its governer. The ultimate in comand who they have to respond to lives in Kiru city,known as Beta Governer. He is a family man and an evil genious.

 

-Laboratory Experiment Leadership: Each city has a Laboratory with their staff and chief in command. However the leading city that controls the experiments that go on in each city is Wreck City,where the Beta Chief in Command is in charge to watch over these experiments. He is also the one who created the 'Experimented' experiment. He was the master mind of stealing children from the outside to use them for experiments.

 

-World-Wide information: The World Wide Information center is located in Ty city. The World Wide Information Center contains ALL of the information of EVERY SINGLE PERSON in the world living. From the day they are born until they die. Their past,birth certificate. Everything that a person might not know by themselves.

 

-Means of Transportation(for long distances): Motorcycles,cars,helicopters,airplanes,globes,jets,underground trains. (All futuristic)

 

-Animals excisting: All animals from present,and past. (Technology has given the chance to revive exctinct animals)

 

-Animals excisting avaliable as pets/parthners: Any animal that you can ride like a horse and under. No T-rexes,no mammoths,no huge animals. (animals that you are able to fit at the very least in a modest garage. Velociraptors and etc.)

 

-Life outside the cities: The terrain varies a hell lot depending on the city that you're close to. One moment it can be dessert,the other forest,the other wasteland. The climate is very irregular in the outside as well. (The cities have their own weathering system) This makes the Outsiders lives difficult,but makes them stronger as well.

 

The reason I'm giving this many info is to add more chances of what you roleplayers might end up doing with this information about the world,and how to get there.

-You can't write less than a paragrah per post. A paragraph would be considered,the minimum,5 sentences. Stall and use alot of words if you need to make it long. But no one liners,nor two,nor three liners.

-Minimum cursing. No dropping the F-bomb every 5 minutes.

-No killing/controlling other people's characters unless you have full permission.

-Be creative! The more creativity the more fun!

-Be nice to your fellor RPers.

-For weapons: No Godmodding weapons. I don't want you to pull out a nuke out of your pocket and drop it on the enemy out of nowhere.

-Please as good grammar as you can. No short Roleplaying.

-For animals that can be your parthners,keep it reasonable. Yes,a Velociraptor,to be able to ride it around. It fits in a garage,so it's ok. But no mammoths or T-rexes as pets/parthners. It'll avoid godmodding problems.
-For Experimented: Don't become a god by having every single possible power. Put a limit on your abilities,as you must have weaknesses as well.

Bio: Taken from the parents when she was 10 years old, Miya was forced to be experimented. Strapped down onto a metal table, scientists wanted to test out a new drug hoping to make the people's life more easier in the cities. Miya passed out from the pain only to be awoken back in the cage where she was held. Next to her though was a boy who was lot older than Miya with an eye patch over his left eye. His name was Sam Willis. As they became friends, the power went out. Soon, they were escaping along with hundreds of others who wanted that taste of freedom. After they escaped, Miya and Sam discovered their power and tends to use it against the government.

Weapon: (optional) An advanced Katana thanks to technology, it is able to deflect bullets. One pistol but is super bad at it. 

Bio: Sam has been experimented for as long as he could remember. He lost his twin sister from a failed experiment leaving a huge hole in Sam's heart. One day, scientists operated on his eyes hoping that it would give him night vision but it ended up failing as Sam's left eye lost vision forever. Angrily, the scientists brought Sam back into the cage. After that, Sam met Miya who became his first friend, helped her escape, and discovered his power. 

Extra info: Sam is sometimes rebellious and gets into trouble. But he's mostly protective to people younger than him. Sam thinks of Miya as his younger sister and is willing to protect her no matter what.

Bio: Chase grew up an Outsider around Hox, barely surviving on what little she could find. She hated the government and the people of the cities for allowing the government to continue in their expirements. When she heard whispers of shutting the power off, she joined to help. She played a small hand in hacking the system, but not enough to be considered part of the event. She was just able to escape before the rest were killed. While escaping, she was attacked by a few scientists, and just about managed to get away. However, it left a scar down neck to her right shoulder, leaving her mistaken for an Expiremented.

Extra information: Chase hates when she's called by her real name, unless by her parents. She wants nothing more than to see the government brought crumbling down, but she's smart enough to not let this blind her decisions. She's wary of newcomers, but its not impossible to earn her trust.

She's heard rumors about people hunting the Expiremented, but surely her parents would never support such a sick and barbaric thing? Name: Nathaniel Barsis, likes to be called by his last name

 

Age: 17

 

Gender: Male

 

Power: Barsis can create a screen of energy that conceals anything behind it, basically working like one way glass. He can create as many screens of this energy as long as it the total area of all the screens does not exceed what would be the area of a wall of a large, one story house ( I cant think of a specific measurement). The energy is tangible and can be used as a bacis projectile, but they arent sharp, so they arent lethal either.

 

Appearance: Barsis has a white button up shirt and a black vest over and a red tie. Black slacks and dress shoes, these fancy clothes were obviouslt stolen as he escaped from the lab. He has a messy mass of spiky, charcoal gray hair and gray eyes

 

Weapon: none

 

Bio: Nathaniel Barsis, or just Barsis to those he used to know in the Outsider villages, was a sneaky, but kind hearted child. He was good at hiding and vanishing from sight. He fascination with hiding from friends and family has never had any sort of explanation, he would just shrug and say, "Its fun to see people look for me". He was captured when he was 6. For 11 years, he endured the experiments and in those 11 years, he lost his joy for hiding, he now hides to survive. When he turned 17, he knew the time for hiding was over, it was time to fight.

 

Extra info: Barsis found an abnormally large chameleon (about as long as a persons arm) rather than change color, this chameleon can turn almost totally transparent, a slightwarp in the light can be seen by someone with sharp enough eyes. Experiments has given it a moderately sized horn and small, but sharp teeth.

Bio: Gideon and his family lived rather happily considering being Outsiders. That happiness ended for Gideon at least when he was captured when hunting small rodents for his father. The scientists began experimenting on him to see if they could create a strain of shapeshifts similar to old legends of Werewolves and the like. In the end, they were only part way successful. Gideon was transformed into an enhanced wolf, but could not transformed back. He was "shelved" till his captures anilized the data. His fortunes changed when the blackout came and he escaped. He made it out of the city and back to his family to find them already dead and his home in ruins. He was about to leave when he heard crying. Digging through some rubble, he found his little sister Penny. Vowing to keep her safe, they both set out to rebuild their lives and possibly avenge the death of their family.

Bio: Penny's life started hard but happy. She was loved by her parents and brother. Since she was a child, she showed a natural talent for mechanical devises and chemical formulas. Her life got cloudy when her brother, Gideon, disappeared. Though her parents never said it, she knew people from the big city took him. She tried to put it behind her and continue on. She managed it for years till soldiers came and attacked her home. Following her mother's orders, she hid as her parents tried to fight. They died and the house was pulled down. Penny stayed still, too scared and hurt to move. After the soldiers left, she still couldn't move. She thought she was going to die till a wolf pushed debris off her. She was scared at first till he started talking, explaining that he was Gideon. After some coaxing, Gideon got her away and helped her recover. Now they both travel together, giving a little hell to Citydwellers who come out of their cities. Though she carries scars from what has happened, she still maintains a hopeful and cheerful outlook.

Extra information: A 12 year old MacGyver. Has been studying any tech she and her brother finds and can build most anything given time and materials.

Deformity/Power/Ability as a result of the experiments: Although being legally blind, her psychic abilities through reading other's minds (any thoughts indicated by characters can be heard unless one makes an effort to block her from her mind) allows her to project an image of her surroundings in her head, and gives her the illusion of seeing. Though very weak and fragile, her nimble little body can easily maneuver others' attacks, and escape out of tight spots. She can also temporarily make people see or feel what she wants them to see, though that limits her movement and takes much concentration.

 

Appearence: very small, black hair and hazel eyes, wears a light blue dress and brown backpack, keeping the necessities she needs to survive

 

Bio: Before the experiments, she was somewhat of a gifted psychic. After the goverment of Wreck City got wind of her abilities, they kidnapped her. After altering her through experiments, they removed her eyesight to make her psychic abilities to enhance. After a few more experiments and training, she was able to escape and return home. However, after returning home she read the mind of one of her neighbors and discovered that her parents were murdered trying to rescue her. With no one left in her life, she wanders around, usually never staying in the same place for too long, and manipulating people's minds to obtain food, water and a place to sleep
