It does have rules .Lea summoned a keyblade after going to Yen Sid for the ceremony and the keyblade chose him- two requirements of getting a keyblade .His heart was also strong and judged worthy .So thats irrelevant anyways since to dual wield he would need another wielders heart to summon another keyblade like Sora did with Ven. As of right now Nomura has said that dual wielding occurs from having more than one wielders heart inside another wielder..Since I believe Nomura flies by the seat of his pants sometimes when it comes to plot, he might retcon shit in the future .However, since hes reiterated that its one keyblade per heart in a person it would be very illogical of him to do so. And If he is able to be his own person he will be separated from Sora to do this anyways. By extension, if Ven Awakens then, as Sora and Ven have their blades, Roxas should lose all ability to wield a blade... Right? He would in a way learn - at least to summon his own as if he does/can wield we have not seen his blade yet (I.e he is yet to summon his own) if he's never summoned a keyboard using his own heart how can you know that he wields at all? What I pointed out was if he used Sora's and Ven's hearts to wield. Without those hearts, there is only this new heart with no confirmed wielding potential and Nomura logic. Roxas was wielding Soras keyblade from the beginning of Days before he had a chance to even grow his own heart BC HE WAS HIS NOBODY..He was literally sharing his keyblade with Sora back and forth till Sora was put asleep after CoM. He also has experience summoning a keyblade and using it and doesn't need to relearn such things in the future is what he is saying .He is also saying because he had direct connection to Sora's heart and was also technically "Sora' ( a keyblade wielder) he has a much bigger chance of already being chosen by his own future keyblade. 3 Demyx., Robbie the Wise and luka reacted to this Quote Share this post Link to post Share on other sites

Also the whole series is based on fanservice. I'm nowhere near saying this is guaranteed to happen, I'm saying that its not to hard to see it happening. I can understand where you're coming from but it be pretty hard for him to use that logic especially since that would mean anyone with a deep connection could wield multiple keyblades.
