The announcement was for Japan, but that doesn't exactly mean that it will be a Japan exclusive either. It just means that everything they've announced so far is for Japan. In time, we may see stuff for North America, or PAL regions, maybe not, but this isn't an official confirmation that KH 1.5 is only going to be released in Japan.

I will say this again: In the American version KH:DDD's Secret Message, the HD Collection hinted at. SE wouldn't just leave that in there and not release the Remix for NA.

I still think we will get it, it's just announced for Japan right now, but we could get an announcement in a couple months. Besides, Kingdom Hearts 1.5 HD Remix is like a surprise for the 10th anniversary of the series, I don't see why that surprise will be for Japanese players only.

Furthermore, if it is true and NA and PAL regions won't get 1.5, then logically we're still owed a KH game seeing as the secret messages on our versions of 3D all point to a new game.
