Radiant Garden and Midgar...hmmm?

You see the reason why I posted this thread was a thing I thought of when looking at a pic of Midgar and Radiant Garden. And I think that part of them are exactly the same. I'm not sure if any of you think so or if it's just my feeling of how they both look almost the same but here are some examples:

 

1. The city/town is cut off into different looking sectors like walls in between areas.

 

2. There is a main castle/building in the middle of the whole town/city another thing I found out.

Yea I can see the similarities a little, but radiant garden looks more radiant, and happy and stuff...
