He went to Yen Sid to seek a keyblade so he could travel safely to other worlds and save his friends.Yen Sid gave him the ceremony then sent him to train with Merlin and the faeries in a special world in the in between where time stands still so he could train faster.It takes time after the ceremony is given for a keyblade to choose you . And thats IF it chooses you . Yen Sid sent him with Merlin and the 3 good fairies to a place that compresses time so he could have enough time to learn how to wield it. I don't think it was ever stated they could only pass it down to just one person. I always figured that Eraqus gave it to both Terra and Aqua, so Yen Sid could give Lea a keyblade even if he already did to Mickey.Edit: I see you got the just to a single person part sorted out, so just remember that Yen Sid is a master.
