Most of them are in Australia or Canada, but I know a few other places outside those countries that are perfectly 'livable.' Overpopulated, dirty, aggressive criminals, abusive police, local government turning into big brother, terrorist target, decaying infrastructure, people are assholes, living anywhere nice is extremely expensive. I love going to New York City every other week or so, but I would hate living there. Australia has some very nice cities though, Sydney is my favorite of the ones I've visited. Vancouver and Toronto are very nice but rather pricey. Also, why did you feel the need to include Brisbane if it's only number 20?
