To be more specific, you can find or leave Link Portals via streetpass. Let's say you set one up before you head outside in Traverse Town, if you pass by someone with KH3D, they'll receive your Link Portal and if they made one as well, you'll get theirs.

I remember reading an interview from Nomura that you could also breed spirits. Does the Street pass still apply to that besides the link portals?

Yup. Place link portals and when you pass someone theirs and yours will be transferred.
