From what people have posted it sounds like you get it from certain dream eaters and it's only active when you have that dream eater on your team? That's an interesting way to do things. Nah, it's like BBS. When you get the ability from an command, you got it permanent. There are stat abilities like hp boost that are active if the dream eater having them is in your party and there are support and spirit abilities that are always active once unlocked through the dream eaters ability link. Couldn't find the exact materials with a Google search, but there is a chest in TWTNW that has the spirit form of Skelterwild apparently. Good luck, and hope I helped.
