So i'm casually fighting Julias but whenever I'm like 2 bars from defeating him he uses his electric attack thing which slows my commands down. Any way to avoid this?

Yes, if he hits you while you're using a command it will slow the charge time to a crawl. So just don't get hit while using commands.
