One needs 100 % treasure collection and another is 100 % mission completion so you mighta did both at the same time

You have to fill the mission gauge to Gold on all missions to get Sora.

 

Surprisingly, I found the Dustflier to be easy to kill. The mission I couldn't get gold on for the longest time was mission... 11? The organization emblems in Twilight Town. That one emblem was always just out of reach, until I got REALLY lucky
