This is because large eyes can better express emotion. To the creators and Japanese public, they look Asian. Not white. Asian. The blonde-haired blue- eyed characters in anime are often canonically stated to either be of a different nationality (usually American, French, or British) or are only half-Japanese. And they are usually only support characters so less detail is pus into their designs. Your move.
