Legend of Korra episode 9 and speedy season finale?

Anyone else feel like the episode was a bit off, in terms of pace? And what's with Korra not even mastering airbending yet the season only has a minimum of 2 episodes left. I was hoping that LOK would have 18 episodes in its first season like Last Airbender. Guess not.

TLOK is only supposed to run for 2 seasons. And the creators are not adding any filler episodes and focusing exclusively on plot. That's why TLOK feels so short.
