One axel was holding back, two axel didn't' even die from the fight,and three voice acting has nothing to do with who's stronger.Honestly they might be at equal strength because roxas was not fully powered up during either of their fights. The only way to gauge who is stronger is to have them actually both going for the kill with no holding back. Not only is he simply a more compelling character, but he has defeated Axel twice (and before you raise the argument I know you all will try to raise, he wasn't holding back anymore during their second fight). He never went for the kill like ordered..This lead to him going rogue .But more than anything we have never seen lea with a keyblade so its kinda moot till theres a proper way to guage what hes like strength wise.
