They could be versions gathered from the past, but based on footage that I've watched I would guess they are somebodies but they have a Xehanort infected heart and mind. It didnt say it was their hearts though but Xehanorts thats why Braig/Xigabar said Im half of Xehanort now and looks the same as he did in KH2..
