While they're very similar, the shape of their faces, most notably the chin and jawline, are different. If you find the model of the young Master Xehanort from BBS (it's on the wiki), he has the narrower chin and jawline that match the Unknown. Terra's face matches Xehanort the apprentice of Ansem the Wise and matches Xemnas, but the Unknown's face matches the young Master Xehanort. I actually did that just yesterday. Right before Master Eraqus' body vanishes, the place where his heart is lines up over Terra's. It's almost literraly for a split second, but it's there.
