I know the answer for most is probably going to the Joker

 

 

My Top 5 are

 

1) Harvey Dent aka Two-face

- Batman's Greatest Failure

- Best Stories: The Long Halloween and Dark Victory

-One of the most layered, tragic figures in superhero fiction

-Without Dent consistently switching sides between light and dark,Gotham might not stand a chance - Batman or not.

 

2) James Gordon Jr

- Jim Gordon's Son and These darkest character in Batman comics

-Best Story: Batman:The Black Mirror

- Jim Gordon's Greatest Failure

 

3) The Joker

- Killed Jason Todd

- Best Story: The Killing Joke

- There's reason why he's most liked villain in comics

 

4) Deadshot

-He was apart of Secret Six (it's makes you awesome by default)

- Best Stories: Secret Six

-He has no fear of death and is twisted

 

5) The Riddler

-Best story: Batman:Hush

-Finds out who Batman is

- One of the few rogues capable of rivalling Batman's knack for detection and deduction

Yea he's Batman villain and was pretty crappy one until B:TAS gave him great back-story which made one of best villains after that.
