It's a treatment for the chronic skin conditon eczema to reduce itching. though, there are other treatments like corticosteroids, or simply just changing your lifestyle to care for the condition since there's no cure. Your doctor sounds misinformed then either that or maybe it's dermatitis, since those two are classified together, while eczema is the chronic condition that doesn't go away, but can be controlled with well, creams, corticosteroids, bleach baths, and a certain diet.
