Hint around. If he gets your hints and he likes you he will definately ask you out. Usually this works when you know them on a more personal level (friend/good friend etc.). I dont know how well you know this guy, but this has helped many people hook up at my school.

It sorta depends on how good the friendship is, but I was in a pretty similar situation.

What I did was flirted with him slightly. Subtly at first and then building it up. That way you can see if he's uncomfortable about it or whatever. Anyway, I hope it goes well for you!

When I was 12, I had a crush on this one boy. Actually, I'd had a crush on him since I was 7 when he was the new kid, he turned out to be really mean to me, but anyways. Pretty much after he moved I found out it's 'cause he had a crush on me too, and I guess he was embarrassed or something, so that's why he was jerk. But that's a horrible excuse to be a jerk to someone, if you ask me.

I'm 12, but I'm pretty sure I act like and think of things that are not of my age.

The important thing, first, is to be sure that he WAS flirting with you. Was he looking directly at you while doing that... pencil thing? If he wasn't, he was probably just bored.

 

And second, if you aren't quite best friends yet, definitely wait at least until you reach that mark. Until then, maybe drop a few hints here and there. If he doesn't catch on, don't overly persist, or at least wait a little bit.
