Yes, it's one of the rewards you can get by completing the level 80 system area in Hollow Bastion with 13 floors that has Bug Data Roxas on the last floor.

As Azure says, it's on the Hollow Bastion System Sector. you might have problems with it, and I wouldn't fail any of the challenges if I were you, lol

Yes. Alot of stuff, like Ultima Weapon, can't be gotten until you beat the game.
