I think he meant that because of Ansem the Wise KH can't be complete and he's also trying to blame him for his defeat at the hands of Sora and friends. He was basically saying that he was the only one who could complete it (by giving it hearts), and that once it lended its power to him he would get rid of those who would get in the way of him completing it. They harvested hearts from the Heartless via Roxas and Sora's keyblades.
